The education crisis and the poverty of learning in Peru

This article focuses on the quality of education received by primary school students in terms of reading skills. The author introduces the concept of learning poverty and estimates two indicators using the FGT method to understand the educational crisis. The results show a high incidence of learning poverty among fourth-grade students in 2016 and 2018, especially in rural and state areas. Two additional measures, the gap and severity of learning poverty, are presented to further explain the situation, revealing an increase in the gap and severity of learning poverty between 2016 and 2018.
